We are looking to implement a checklist. We have tried observation checklist but it’s not exactly what will work in this user case. Is there something else that users can use as a checklist while they are completing assessments and assignment?

Hi - I think the observation checklist is the closest to this built into Docebo.
You could look at using the Survey functionality or you can build a checklist in html and include it as a lesson in Docebo.
If you use Articulate you could build a checklist in Rise or Storyline. It depends on what you need. Do you need to trigger something off of the responses?

We/healthcare could use that functionality too for monitoring user compliance with glucose meter competencies that are required initially, at 6 months and then again annually. The observation checklist as is doesn’t capture all we need it to.

The observation checklists aren’t really meant to do that. I recommend looking into the Certifications and the External Training apps. Not healthcare, but our org is using External Training to track certain compliance like ISO.
Either have the user upload some kind of proof-of-compliance document, or designate superadmins or power users to manage it. Or a combination of both.
The easiest option I can think of is to make it an assignment and create a fillable PDF they can complete and upload.
I agree with the above, I think an interactive PDF as an assignment is the best route for your use case.
