+2I’ve given a Power User full permissions for Courses and for Users. But when I log in as them to verify that they can edit an enrolled user’s status as ‘Instructor’, as was specifically requested, they do not have the option.
Am I missing a permission or something? I have Power Users with fewer permissions who can do this...

I believe your need is covered by the “Enrollment” permissions which is a different set of permissions from Users and Courses
