On reports-----Branches there are 5 tabs.

USERS -ENROLLED-COMPLETED-INPROGRESS-NOT STARTED 

ENROLLED  is the sum of completed+inprogress+notstarted, but USERS.

What does the USERS number refer to ?

I think the USERS number simply refers to the number of users in the branch.

If they are the users in the branch, the total  would be the same number as enrolled , right? but different

Users = # of users in branch, including subbranches
