Did you add the catalogues to the Resources tabs?
For categories, I have noticed that when a PU creates a course and wished to add a category, only those categories for their courses that have already been used will appear. As a super admin, I have to add one of their courses to the category before they can seat/use it.
In some cases, I asked the PU to create a bunch of test courses and added each one to 1 of the categories so they can use it...
We had a similar thing, where PowerUser A would create a course and add it to a catalogue but PowerUserB couldn’t see it although they were both in the same branch and had the same access to the same catalogues. We added a notification for us as SuperAdmins to trigger when a new course is made and we then add the course as a resource to all the PowerUsers.

Had excatly the same problem and assumed that this might be the reason. Honestly, I think this is something that needs to get fixed. What is the point of having/creating categories on the LMS if no one can select because they don’t have a course attached to it yet? Every category that is created is basically unassigned by default. Also, on a sidenote, those categories could be made visible if resources are assigned using the “custom option” for courses and learning plans. But you would have to manually select everything. And the downside of this is, it’s static. To me, the category visibility is not fully fleshed out and could use some reviewing.
