We are wanting to have users take a learning plan for certification and then take another learning plan 3 years later for recertification. 

We were wondering what is the best way to do this and was not sure if certifications would be the best solution for this. 

Please let us know if you have done something like this. We are trying to get away from a manual process such as spreadsheets.

Yes indeed, however you may want to test the renewal options if the 2nd cycle renewal will be done with a different LP. We’ve only used the option to have the users take the same course to renew so not sure if you can add the 2nd LP and still have users get re-certified or whether you need to build a new certification.
