I have someone that completed a course as a learner and now needs access to the same course as an instructor. Is there a way to do that while preserving their completion data as a learner?

You can archive their completion before enrolling them as an instructor. That will preserve the data. Note that if your ILT course contains a test and/or survey, that data will not be retrievable so if you need it, you're better off lulling a report before you archive the record.
