I have 1 scheduled, self-observation checklist. I use this OC as a communication tool between about 20 remote (as in globally remote) team managers to request courses for specific learners. For a variety of reasons, we do not allow these team managers to assign courses, so they must use the OC to request that the administrator assign the training.

This works (reasonably) well, except that any given team manager can only have 1 OC “in process” at any given time. If they have 10 learners that need training, they must wait for the administrator to accept Request #1 before they can begin Request #2.

How can I allow them to send all 10 requests before the administrator begins to assign training and then accept any of the OCs?
