Is it possible to move training material, users and their status from one course to another course,?

Not on the front end. I think you would still need to basically upload the content essentially new to the second course and then I would do some api setups to pull the lists and statuses of enrollments from the old course and set them to identical in the new. I suppose you could do most of it with csv downloads and uploads, but you would have new completion dates.
