Notification for waitlisted user when using Wire Transfer (PO/Invoice option for e-commerce)

For those using the Wire Transfer feature in e-commerce, quick question for you all regarding notifications.

I would like to have a notification sent out to Managers when an internal employee signs up for a paid ILT course under the wire transfer option.  Since the notification for “New Wire Transfer Transaction” cannot be sent to the Manager, I was hoping to use the “Users waiting to be enrolled into course” option, but I can’t seem to get it to trigger it to go out when a wire transfer option is used.  

Has anyone else had success with this?
