I have a course within a learning plan that is locked for only certain employees not all employees.

The course in the learning plan is showing (below) that the Subscription is Not Active and on the admin side it says Locked
 

The enrollment settings are where they should be, they are set to self-enrollment options. The catalogs assigned are also correct. The learning plan also is set to where there are no prerequisites or that they have to follow a certain order of courses.

The course does not have any codes enabled.

What else can I check to try to get this open to all employees?

Sounds like the course is part of a subscription the user has not yet purchased...could that be the case?
