I would add a banner to the top of the page. In an external platform, create an image with the message you would like the user to receive. Add a link to the content of the image for the user to access directly from there. I like for the URL to open on a separate tab.

 You can also place it other places if you desire for it to be smaller. 

Morning - Are their concerns with targeting your audience? Internal to the LMS vs External to your org (or LMS instance)? I mention it because this may push to consider a few pages to support your approach.

You may want to consider an “authenticated” experience vs an external experience as a starting point.

We’re toying around with the Newsletters feature.

We have a learning plan that we’re adding content to in batches, with multiple courses launching on the same day. We initially set up a notification for “new course added to learning plan,” but because that notification is limited in which smart tags you can add (you can’t add course_name), the system sends as many identical notifications as you have courses launching. Users received four identical emails, with no distinction between them. We knew why it was happening, but to the user it looked like a bug (or SPAM). 

The next time we do a content release for multiple courses in the learning plan, we intend to send a newsletter that mirrors other notifications used for the learning plan. We’ll just grab the HTML code from an existing notification, paste it in the newsletter editor, and modify it as needed. Then we’ll send it to the same branches/groups assigned to the LP.
