We are looking to automate how our Power Users are created. Right now, it seems like you have to select every employee that you would like to be a PU in the PU Management option. However, we are expecting that all people leaders in our organization will be assigned a Power User profile. How can we make it so that they are automatically assigned this rather than us manually selecting each leader and updating it every time someone is hired?

we do this during the user CSV import process where you can define the PU level and role...Only thing is it will not assign the resources but in some cases, depending on what permissions you are assigning, this may not be needed.
