When using the Digest: Learner has yet to complete the course notification, would users receive the notifications of the courses that it is locked for them due to different reasons but they are already enrolled to?
Blocked courses are triggered in notifications?

There isn't much logic around the notifications so my guess is that it would but you should run some tests to be sure.
