We know that we need to set up a group Then set up an Enrollment Rule to assign a Learning Plan to that group of people We have an additional user field labeled “State Date”. Users are added every week. What can we use to get the users added to the group after 3 weeks from start date?

Unfortunately there is no way to identify this using Groups...you would need to attributes coming from your source system to only have those users who have been on the job for 3 weeks + you may need another attribute to take them out the group after a specified period of time, if that’s also something you need to do.
