How to set up a bespoke notification for a new branch

Our platform is aimed at members of staff at a university, however there are some instances where we might manually create accounts for students.

I would like to send a bespoke welcome notification to these student emails, giving them more tailored information about courses they might be interested in.

I have created a branch to put these users in and have set up a ‘user has been created (by administrator)’ notification, attached to this branch. However, when I have tested it the notification doesn’t send. I can’t work out why, any insights would be appreciated or ideas!
