Our teams are divided on three different levels but just the manager at the top should be the only one having power to enrol users from all levels onto courses. So far we found the issue that the manager can enrol to the user coming on the next level but not the users localized on the third-level and below.

Just wondering if there is any possibility that that can be modified or any alternative in case you have faced the same problem.
