Unpublished ILT not showing completed for a mutual equivalency

We use Learning Plans that include ILT courses.  Once the ILT sessions have passed, we unpublish the ILT and publish a recording of the ILT and make it a mutual equivalency for the ILT.  We now see that Learning Plan status’ are not updating to completed because the ILT course has been unpublished.  My question is, if it’s a mutual equivalency and the recording is watched, why whether published or not doesn’t the ILT in the Learning Plan progress update to completed?  NOTE: the users transcript shows both the recording and ILT as completed.  It’s only the LP progress that the ILT is not showing completed.
