We are looking to build a test out option for our learners. Right now the way I’m thinking of this is:
Course A [set as source]
Course B [set as target] (Navigation setup as sequential).
Passing the test in the source marks the material in the target as complete, but does not unlock all training material.
Is this a feature and not a bug? Or am I missing a step?

as far as I know equivalencies only work course to course; not for learning objects.
IF you want a learning object to be recognized as being completed from another course, you can use the Content Repository to house that object. Users who complete that object would be marked as done/completed not hat object wherever it’s used. That may solve your problem.
