Group based on User Field not working

We have a User Field which is used to assign new users to Groups. These Groups are then used to enroll them in the appropriate Learning Plan. It suddenly isn’t working. I’ve uploaded 3 different CSV files for enrollments. The User Field is uploading fine. But they are not being added to the Group.

The User Field is a drop down field so that the options are always formatted consistently.

I can’t find any reason why this has suddenly stopped working. I have opened a ticket, but was wondering if anyone else has experienced this?
