Does anyone know how I can ensure that certificates are only awarded upon passing an e-learning course and if there are any settings that I can implement to ensure they can retake the course/test without manually reassigning it?

By default certificates only become visible/available once the user has successfully completed the course. They cannot obtain it otherwise.

As for the 2nd part of your question...are you asking whether they can take the same course over again? If yes, you can use enrolment achieving to reset and re-enroll the user in a single action. 

If you're taking about the ability for the user to review the completed content, that woudl depend on the type of content and its settings...e.g.: most SCORM content can be launched after it was completed but for a Deco exam, you would need to allow that in the settings...
