I am running in to a little problem with courses not being mark complete after the training material is completed. Both for SCORM and AICC. It leaves them in-progress. I have even signed in as the user, completed course and nothing.
I also have the setting for the course as seen below and also as no. Seeing the issue for both. There is only one training material in these courses. Any idea what i can adjust?

This is not a problem with your configuration; it is an issue with the “communications” between the LMS and the SCORM/AICC reporting that breaks (for one of about a million reasons) and the communication can’t be re-established.
The most common reason that I’ve found for the break is when a user tries to take a course on a cellular device without using the Go.Learn application.
There are two choices available to you as the admin:
Manually complete the course - just change the enrollment status
Reset the training material and have the user complete the course again from a desktop/laptop with a wired network connection.
In my practice, we just manually complete the course.
Did you also test your course packages outside the LMS to confirm they are tracking as expected? You can use something like SCORM Cloud
I did not. Have some courses that come from vendors as well.
Sometimes you can repackage in AICC if you don't need a pass/fail as it;’s much simpler code and more reliable than SCORM...or SCORM 1.2 is a little more stable than SCORM 2004 so you could try republishing in these formats to see if that improves performance and tracking...
I have another question, I have a course that is set with an end date and with soft deadline on. We have a training material (survey) set up to be completed before the end date. We have noticed that once the end date has passed those that complete the survey after the due date do not get marked complete. Is there any suggestion on what I should do to have those user be marked complete even if they fill it out after the due date.
I have never heard of that...are you sure those users completed all the other required learning + the survey? Seems off that a deadline would prevent a course from being marked complete. I would suggest you create a ticket and add a video showing you completing the survey and not being marked as completed...
