We have been asked to add two approvers to an observation checklist that is attached as training material to an elearning course. 

Doesn’t look like this is possible. 

Are there any workarounds to achieve this? 

Sadly that is not possible…

We put in a workaround that makes a 2nd checklist available to managers with instructions that once they approve their employee’s checklist, they are submit their own to the HR department...Definitely not a simple or elegant solution but it tracks and is easily accessible to the managers via the Checklist tab on My Team.
