I have created the following power user role, but when my users log in they do not see the enrollment tab in the ILT. They have been assigned the power user role for this course are also an instructor and enrolled in the course.

My view as a site Admin

They can go into the sessions and see enrollment and enroll students, but want to see the bigger picture of all students enrolled or enroll students and allow them to pick a session. I have tried
- Unenrolling them so they are just an instructor
- Not assigning them as an instructor to any sessions
- Adding groups to their power user role that include people enrolled into the class ( both enrolled in sessions and not enrolled in a session)
This seems to be consistent with any power user with the same ILT rights regardless of class.
My assumption would be if I give a power user role full rights to enrollment they would see the tab.
Is this how the role operates? Am I missing something?
