We have a use case where users need to interact with a checklist, checking off items as they go, without submitting it anywhere. Ideally, they can return to the checklist as many times as they want, see their previous progress, and pick up where they left off. Think of it like a grocery list: persistent, editable over time, and for the user’s personal reference only.

Has anyone implemented something like this before? Any tools or creative approaches you'd recommend? I don’t think Docebo’s Observation Checklist feature fits this need, so I’m curious if others have used external tools or found workarounds using tests or surveys.

Depends on what you're tracking but it sounds like the Observation Checklist is your best option + it can be assigned outside of a course, unlike tests and surveys that need to live inside a course. We use them extensively and while there are some limits (no reporting, can only be viewed on screen, single approver only, etc.) the basics work well.
