I’ve created a new channel and having employees upload videos to this channel for an internal certification process. Is there a way to have experts that are assigned to the channel receive notifications when a new video is uploaded to this channel?

The notification New Content Uploaded under Discover, Coach & Share notifications may be of use here. This is triggered when the user uploads the content into the channel in which the Expert is notified afterwards.
If the Channel is set to Peer Review the notification New Asset To Review will be handy in which this notifies the Expert, and they have the choice to Approve/Reject this.

+7If you want to allow anyone, not just the experts, to be notified when new content is added, you could have them use the “Follow” option and choose to receive the instant or digest notification for that channel. You’d have to be sure to set up those two notifications, but that makes it easy for the users to be notified when new content is added to the channel.
