Tracking Learning Time Reporting & Alternatives

This has most definitely been a point of contention for those above me, so I am attempting to reach out to this hive-mind for ideas here. Stakeholders in other departments are looking to track user engagement by ensuring that all of their users are completing 80 hours of training by the end of 2024. My issue is that with Learning Time reports that we currently have, and from the many community postings I’ve seen, most folks don’t recommend it since it is usually inaccurate. So my question is to you: what metric would you think would provide the closest idea for this information? 

I had considered completions, but since courses can vary in length/number of training materials I am not certain this would be the best. As I am relatively new to education and the needs of businesses I’m hoping someone here might be able to give me a good idea or place to start?

In the course properties you can define an average time in which a user is expected to complete a course. Combining this with the number of completions wouldn’t be perfect, but it should give you a more realistic picture of user engagement.
