When I drop my code into the HTML text box for a Catalog Custom Page, I can see it all load correctly in the edit mode.
Once I publish the code, it changes so that the CSS isn’t loading. Any ideas?

yep - so the HTML editor will remove any tags it considers to be unsafe.
