Is it possible to build a secondary navigation bar in CSS, then use html to call the nav bar onto a page?

The goal is to update the nav bar with our company products in one place (CSS) and have it display on multiple pages when called by html on the page. That way if a new product is added to the custom nav bar, we only have to update in one place and not multiple pages
