I don’t have a full answer for you (and to be transparent, I’m not 100% sure this is possible), but I would look into whether you can use the unicode-range selector to isolate the  symbol and treat it differently. U+00AE is the character reference in question, but I think the tricky bit is that (per my understanding) this requires the use of the @font-face at-rule, and here’s the kicker: I’m not even sure that you can use this to force superscript per se (although you might be able to recreate it depending on the font you use for this one character).

Nonetheless, I hope this helps in some way.

For course titles it may not work...I use a Mac and was able to add from my character map.
