When you add a new course to an existing learning plan are learners who are currently enrolled in the learning plan automatically enrolled into the newly added course or do I need to do this manually?

You may select if the existing users get updated or not. However, for tracking and eCommerce, be aware that enrolling existing users will also enroll inactive users to the new courses if they are enrolled in the learning plan.
