I believe people can self register into both the community and university today.
The knowledge base is an open resource (no need to have a person authenticate).
I think your greatest challenge is going to be the localization of these sites and how well other languages are supported.

I believe the Knowledge Base is available in English, German, French and Italian, while Docebo University is available in English, Italian, Spanish and Latin American Spanish. For other languages, users would need to rely on automatic translations in their browser.
