I know Managers can download their team external certificates but I’d like to know if it is possible for a Manager to upload his direct reports external certificates in external training app without becoming a Power User? Thank you.

I don't believe managers (that are not PU’s can perform any functions on their team’s profiles other than reporting, enrolling and suggesting courses…
