What setting do I need to enable to allow a Power User to assign a course to a catalog?
I have assigned them all catalogs under “Assigned Resources” and have given him “View” for Course Catalogs.

For them to be able to assign courses they would need to have edit permissions under the power user profile. they would also need to have the courses assigned to them under the assigned resources.
