When creating new course, can one of the tabs be Reports/Custom Reports and enable to option to attach the course to the existing custom reports/reports at the point of course creation?

Are you asking if you can make a new course part of an existing report via Course Management? If yes, that is not possible. However if you update your reports to use something like the course type or category, your reports can be up to date all the time.
