what do mean by course template? Are you asking about SCORM, AICC, etc. course packages?
Yes maybe like a Scorm that I could download from Docebo and upload it to a course withing Docebo but customize the layout.

sorry they do not...Docebo does not really get involved in course content creation except for those courses in Docebo University and Shape...you would need to find a proper authoring tool and then find a template that can be edited with that tool.
