I’ve noticed users sometimes miss the “Ask the Experts” icon. I’m hoping to create a panel that links to the ask box. Fort example, at the bottom of their landing page, there would be an image that says “Click here to ask an expert!”

Use either the custom content box or image widgets. Both allow you to add links. It’s your choice as the former allows you to create a button and add text whereas for the latter you would need to create the image (I fake it and add a button in my art work even though the entire image becomes clickable.
Then, navigate to the Ask an expert page...grab the URL on your browser and use that in your widget.
