How do I send a monthly notification to group of users?

I am looking to send a reminder email to members of several groups. The message is consistent, and I want it to be automated. The group members change as new members are added based on meeting eligibility criteria when they complete courses/learning plans. 

I don’t want them to get a notification for each course or learning plan. One reminder per user if they are a member of any of my groups, which eliminates group, course, and learning plan notifications. 

I looked at Newsletter, but it looks like a manual task every time you send, which makes sense because newsletter content changes with each issue. 

Any suggestions?

So just an email sent at a specific time but not tied to any courses or LPs…? Not sure that’s something you can automate. Maybe with an API?

Not sure if I fully understand, but if there is a consistent course completion between all of the groups - like they all completed a certain course - or they are enrolled in a certain course - you could set an ‘after event’ notification related that the course.  It wouldn't fire at the same time for each person, but you could set them to fire 1 month after a course completion, or 2 months after enrollment in a course, etc.
