How to identify users not in a branch (root branch only)

I need a way to identify users that are not assigned a branch, so I can review one of their specific additional fields and create the necessary branch. I have not yet found a way to do this - can anyone point me to a place to start?

You could use the report type “Users” from the New Reports.  Under the filters, report on All Users and then make sure to include “Branch” in the from the View Options.  

When you pull the report, anyone that has a blank in the Branch column will be someone who is not in a Branch.

@elainethetrainer You have to create a User report and ask it to display the branch information.
