Even with the recent updates to the audit app, I do not see filters that would include such information. Thus anyone with access to view or edit user profiles could potentially copy it.
Now you can opt to NOT display your additional fields to PUs by setting the Branch Field Visibility. If you deselect all fields, the PU willingly be able to see the main fields on the profile.

+10Are you asking about when a user downloads their own transcript? I do not see any such options in the filters.
Sorry about the confusion. Due to privacy laws, I, as an admin, would like to monitor if someone has downloaded other people's profiles(email, phone number, etc.).
