I have our branches set up by our senior leadership. Our CPO resigned but there are still inactive users in her branch so I cannot delete her branch. What is the best practice for deleting a branch with inactive users. Do you create an inactive branch and move them Inactive users over?

Agree. you kind of answered your own question. Since a branch cannot be deleted if there are users attached to it (active or not), you will need to move those users to another branch before you can delete it.

We created an “Obsolete” branch. We remove inactive users from their current branch and move them to the “Obsolete” branch. That works well for us.
