Is it possible to copy all attendees from the roster on a course over to another course without having to individually select each attendee

Hi - Yes, you can. From Manage Enrollments > Import enrolled users from course.

 

Hi, thank you for your response, there are 317 people on a course but it has only transferred over 86 people from the course, I had selected all users, do you know why this is? Thanks

That is odd unless those not selected learners are already inactive. Are those levels and status under Options are selected?
