Is there anything that Power Users can do to share ownership of a Catalog? Or do I, as a Super Admin, have to grant access each time one PU creates a Catalog that another PU might need in the future?

We don't usually allow PU’s to create catalogues in order to keep control of these.

I was afraid this was what I’d learn...Oh well, I’ll just have to put up with it I suppose.
+10Sorry...I did hear that Docebo may eventually allow PU to manage other PUs so that may be what you need to look for in a future release.
