New Navigation (7/23/26), Extended Enterprise: External Managers that are Power Users

Our system updated with the GA release on 7/23/2026 introducing new navigation. We have an Extended Enterprise. 

We have had two tickets raised from Managers in the External users who are also Power Users. Since 7/23 they were unable to access their reports for their team. 

Upon viewing their accounts, when clicking on “My Team” from the new side panel, some items from the manager dashboard showed an access error. 

  • Team members: Populated with the correct people. 
  • Courses: Would not load: Denied access
  • Learning Plans: Would not load: Denied access
  • Skills Overview: Did not error on loading
  • Checklists: Did not error on loading
  • Reports: Did not error on loading. Reports would not generate, or generated an empty worksheet. 

For comparison: When viewing internal users who were Managers and Power Users we were unable to duplicate this issue, dashboards loaded correctly. 

How we are currently fixing this issue: 

After testing we have applied a “View Only Insights” permission to the Power User profiles for these External Managers. 

Question1: Is there a bug here? We did not expect to add Insight permissions to enable the dashboards or reports. The behavior is different for our internal manager/Power Users. 

As a SuperAdmin, when testing these scenarios we had difficulty determining if the Reports were generating for these managers as they would receive an email notifying them to download the report.

Question2: Is there a transparent way for the SuperAdmin to verify the report generation for managers?
