Is there any way to give someone the ability to edit the branding and look an feel of the system without giving them superadmin rights?  The use case is that we use a 3rd party to do this work and I don’t want to give them access to all of the user information. Please advise.

No. It’s only superadmins that can do that. We gave our 3rd party superadmin rights as needed.
