I have power users who must be able to create edit and delete some courses and enroll users on these courses but at the same time just being allowed to only enroll learners in some other courses , how can I proceed ?

either you need to trust them to do what;’s right you can grant just one PU profile but if you prefer to limit their action as you mention, you will need to c create 2 different PU profiles; one with edit access and the other without...no other way to limit access and permissions to a certain set of courses, sadly...this is one of the bigger gaps in the PU permissions.
