I have full group permissions and all user assigned to this Profile. What am I missing?

Power Users can't create Automatic Groups

Power Users can only create Manual Groups. They cannot create Automatic Groups, per the Knowledge Base Article on Managing Groups. Only SuperAdmins will be allowed to create, duplicate, or edit the conditions on automatic groups.
