Power Users- View Learning Plan Enrollments, Create Learning Plan Enrollments - Not much else

Does anyone know of a way or a permission set for Power Users to be able to view a Learning Plans’ enrollment (with all of its validity information) and create an enrollment into that Learning Plan, but not be able to remove or edit the enrollment(s)?

Real Life Situation: 
I have a few Power User teams (support departments) that oversee completions of each others’ content. So the end user may call into one of these teams and ask about the completion of different team/department content. I need the Power User to be able to see that enrollment information, and also enroll the user into a Learning Plan if needed. But I don’t want the Power Users to be able to edit the ‘due dates’/ validity of the other teams’ content, nor be able to remove the enrollment.

I haven’t used it much, but there’s a permission in the Enrollment segment that’s “Can only enroll learners”. I’d experiment with giving them that along with View as a starting point.

Under the Enrolments permission set you can assign the “Create” only and see if that blocks the edit option for LP enrolments. I say that since there is another permission in the same set called, Manage LP enrolments, that encompasses all options (create, view and edit) so it may not work for LPs

I’ve been poking around with it and it seems Power User permissionsing for learning plans as it relates to enrollments is either a full access to: enroll, edit, unenroll, or nothing. Which is a shame as it would be super beneficial if some of my Power Users could just do the enroll part and view part from the Learning Plan.
