You can import the question bank into a course, then export it when editing the training material.  To do this: 

1. add a Test as training material in a course 
2. click add question
3. select Import Question bank
4. Select your question bank
5. once your questions appear on the edit question page, click the Export as GIFT

This is how I do it, not sure if there is an easier way.
