To receive a certification, I want users to complete 3 courses.
If I put all 3 courses in a learning plan and assign the certification to the LP, will users be required to complete all 3 courses to receive certification?

Are you referring to Certificates of Completion or Certifications/Retraining?
If you create an LP and attached a Certificate of Completion, they will only get that if they complete the mandatory courses in the LP. so, yes.
We don’t use Certifications/Retraining, so I don’t know about that specifically.
+10It should since the certification is looking for the completion of the learning plan, not the individual courses
