Is it possible for an Observation Checklist to be diverted to someone else for approval if the manager is temporarily unavailable e.g. sick leave or holiday?

Not sure you can redirect once it has been assigned however you might try to assign the user to a secondary (indirect manager) to see if they could access the checklist.
